Most budget web hosts offer a basic web hosting package for under $10 dollars a month. If you're looking for a small business site with no shopping cart and no need for overly large bandwidth, it's a great bargain. Add in a minor annual charge for a domain name and you're all set.
All budget web hosts will offer options in addition to their basic package which, of course, will increase the monthly charges. More space, greater bandwidth, dedicated servers, etc. will add to the price. Also, as a general rule, Windows-based hosting will cost a bit more than Unix or Linux hosting.
Creating an e-commerce site will involve obtaining shopping cart software if your web host doesn't provide it. You'll need to open a merchant account so you can take credit cards transactions from your site or use Paypal which is much cheaper. Merchant accounts involve paying a monthly fee and a percentage of each transaction.
Finally, anything you don't do yourself such as website design, development and maintenance and search engine optimization will put the costs much higher.
Just remember, with budget hosting plans you will probably be on the same server with as many as 500 other websites. If you have paid less than five or six dollars dollars, don't expect the web hosting company to give you a very high level of support. Many will give you great support regardless of the price, but if you have an important website and support is important, then you should look at more expensive plans.
